Job Responsibilities:


1.Project Procurement Coordination & Planning

1)Overall Coordination: As the primary person responsible for procurement in designated projects, deeply engage in the entire project lifecycle from development and pre-bidding support to construction. Coordinate the formulation, execution, and dynamic adjustment of the project procurement plan.

2)Strategy Formulation: Lead the creation of the Project Procurement Strategy, defining the overall procurement approach, package breakdown, resource strategy, and risk mitigation framework.`

3)Risk Management: Systematically identify, assess, and coordinate the response to potential risks across the entire procurement chain (market, commercial, technical, logistics, customs, legal), ensuring supply chain stability and security, and being responsible for the timely reporting of procurement risks and anomalies.


2.Procurement Package Execution

1)Closed-loop process Execution: executing the entire closed-loop process from application, preparation, RFQ/bidding, negotiation, and contracting to delivery and fulfillment.

2)Cost Reduction & Efficiency: Undertake cost reduction targets for assigned packages, achieving project economic objectives through professional sourcing, negotiation, and data analysis.

3)Delivery Assurance: Ensure the on-time contract signing rate and on-time delivery rate for assigned packages are no less than 95%; proactively follow up on equipment production and subcontracting construction processes to coordinate schedules and ensure project progress.


3.Supplier Network Development

1)Supplier Planning: Deeply participate in and support the supplier development plan for the assigned country/region. Establish and maintain a localized supplier resource pool and qualified supplier list covering key categories such as subcontracting, equipment, and services.

2)Sourcing & Qualification: Independently source, evaluate, and onboard high-quality local suppliers and subcontractors within the region who meet company standards, particularly in fields like BOS, EPC, design, and labor services.

3)Performance Management: Organize and conduct regular performance evaluations for suppliers, driving continuous improvement and optimizing the supplier structure.


4.Cross-functional Collaboration & Support

1)Internal Synergy: Serve as the procurement interface, working closely with internal teams such as project management, technical, legal, cost control, and quality & safety to ensure smooth information flow and efficient decision-making.

2)Guidance of Authorized Procurement: Conduct pre-review, process supervision, and professional guidance for procurement activities carried out by the project team under the authorized procurement policy, ensuring compliance and standardization.

3)Lesson Learned: Lead the post-mortem review of project procurement activities, summarizing experiences and lessons learned to provide input for optimizing company-wide standard processes and templates.


5.Performs any other duties as requested by the supervisor


Qualifications:


1.A minimum of 5 years of experience in large-scale project procurement or supply chain management, with at least 2 years dedicated to overseas projects in the renewable energy sector (PV, energy storage, wind).


2.Proven track record of managing the complete, end-to-end procurement lifecycle for overseas projects, with successful cases as a project procurement lead or core member.


3.In-depth project execution experience in the Central & Western Europe region (e.g., Spain, Italy, Germany, France), with a strong familiarity with the local market, supplier base, and business practices.


4.Professional working proficiency in English&Spanish.


5.Professional skills:

1)Procurement & SCM Expertise:

Mastery of the full procurement lifecycle for international EPC projects, with a solid understanding of supply chain and corporate finance fundamentals;

Knowledge of project construction cost structures, with the ability to compile and analyze procurement data (cost, delivery, etc.);

Proficient in the entire process of supplier sourcing, development, evaluation, and performance management, with established channels and resources for independently developing overseas suppliers.

2)Contract & Legal Acumen:

Expertise in international EPC contract management, including the entire lifecycle of contract signing, execution, variation, claims, and dispute resolution;

Familiarity with FIDIC contract conditions and the core legal/regulatory frameworks of the project's host country, with excellent contract risk identification skills;

Understanding of International Commercial Terms (Incoterms) and relevant tax policies.

3)Communication & Coordination Skills:

Exceptional cross-cultural communication and organizational skills, capable of effectively collaborating with diverse internal and external teams and stakeholders.

4)Localization Acumen:

Deep understanding of and ability to quickly adapt to the legal, regulatory, tax, labor, and environmental policies, as well as cultural nuances of the target region.
