Profile: EU Framework Contract Coordinator – Digital Government & ICT Advisory

Location: European Union (Remote)

NTU International is an international consulting company providing advisory and programme management services for governments and international organisations. We work extensively with EU institutions and development partners on digital transformation, ICT strategy, digital policy, data governance, and public sector reform initiatives.

NTU is currently leading a consortium under a Multiple Framework Contract with the European Commission (DG DIGIT) focused on high-level advisory services related to digital government, ICT strategy, interoperability, data and AI governance, cybersecurity, and digital public services.

To support the implementation of this framework, we are seeking an experienced EU Framework Contract Coordinator to manage proposal preparation, coordinate consortium partners, and mobilise expert teams for assignments issued under the framework.

Assignments under the framework involve responding to Requests for Services issued by the European Commission, requiring rapid preparation of proposals and coordination of specialised experts in areas such as digital government strategy, ICT governance, data and AI policy, cybersecurity, interoperability frameworks, and digital public services.

Key Responsibilities

The Framework Contract Coordinator will support the operational management of the framework and the preparation of competitive proposals. Responsibilities include:

• Coordinating responses to Requests for Services issued by the European Commission
• Supporting preparation and submission of technical and financial proposals for digital advisory assignments
• Identifying and mobilising digital experts and ICT specialists from consortium members and external expert networks
• Coordinating communication between consortium partners and external experts across multiple EU countries
• Supporting development of winning proposal strategies and competitive approaches
• Maintaining expert databases and proposal resources for digital government and ICT projects
• Supporting project mobilisation and ensuring compliance with framework contractual procedures

Profile Requirements

We are particularly interested in candidates with:

• 5+ years of experience in EU proposal preparation, framework contract coordination, or consulting projects;
• Experience working on European Commission projects or EU framework contracts;
• Experience in digital government, ICT advisory, or digital transformation consulting;
• Knowledge of EU procurement procedures and framework contract operations;
• Strong organisational skills with the ability to coordinate multiple proposals under tight deadlines;
• Excellent writing and communication skills in English;
• Experience working with DG DIGIT, DG CNECT, DG REFORM, or other EU institutions is considered a strong asset.
