As part of the PICs@ICFO Strategic Initiative, ICFO coordinates PIXEurope, a flagship Pilot Line funded under the European Chips JU program. With €400 million in investments and a consortium of 20 partners across 11 countries, the project aims to reinforce Europe’s strategic autonomy in photonic technologies and accelerate industrial uptake of cutting-edge integrated photonics. Over the next decade, PIXEurope will enable the transfer of advanced technologies to manufacturing environments, while fostering innovation and scalability across the European photonics ecosystem.
POSITION OVERVIEW
ICFO is seeking a Procurement Technician to support the operational deployment of the PIXEurope pilot line. The selected candidate will be responsible for managing the procurement needs of the project – including public tenders, orders, deliveries, and associated documentation – and providing basic legal counsel support to ensure that contracts and agreements are properly executed.
The Procurement Technician will work closely with the Pilot Line Procurement and Financial Manager, the technical staff to establish requirements and provide procurement and legal guidance, and the Director of the Strategic Initiative. The role will also involve close collaboration with ICFO’s Legal Team, Projects Financial Control Team, and Finance Team. The position will operate under the supervision of the Legal Team – particularly the procurement staff – who will ensure that all activities are carried out in full alignment with ICFO’s internal procedures and compliance requirements.
KEY RESPONSIBILITIES
- Manage all phases of procurement procedures for the PIXEurope pilot line, from planning and tender preparation to delivery and invoicing.
- Work with technical staff to define requirements, advise on procurement options, and ensure timely acquisition of goods and services.
- Prepare and publish tender documents in compliance with public procurement regulations and ICFO’s internal policies.
- Coordinate the evaluation of offers and preparation of contractual and administrative documentation.
- Liaise with suppliers, project partners, and internal stakeholders to ensure timely and accurate execution of procurement processes.
- Maintain accurate and organized procurement and contractual records in both physical and electronic formats.
- Provide the Pilot Line with basic legal counsel support, including reviewing and preparing project-related contracts, agreements, and memorandums of understanding.
- Support in audits and financial justification for public/European funding.
QUALIFICATIONS AND EXPERIENCE REQUIRED
The ideal candidate will bring:
- A university degree in Law, Business Administration, Political Science, or a related discipline.
- At least 2 years of experience in public procurement or contract management, ideally in the public sector or a research environment.
- Knowledge of the Spanish Public Sector Contracts Law and procurement procedures.
- Fluency in English, Spanish, and Catalan (written and spoken).
- Strong organizational, communication, and problem-solving skills.
- Proficiency with office and collaborative tools (e.g., MS Office, Teams, SharePoint).
Additional skills and experience that will be valued:
- Knowledge of legal counsel functions in a project-based environment.
- Experience in procurement of scientific or technical equipment.
- Familiarity with EU-funded projects (e.g., Horizon Europe, Chips JU) – valued but not required.
- Experience in process optimization and continuous improvement of procurement tools and workflows.
