The expert will be seconding the Head of Emergency Pool, supporting in strategic definition of the yearly objectives and with direct leadership in leading programmatic development, ensuring coherence within department’s priorities and directions. He/She will be available for frequent deployments (up to 40% of the time) to the missions and fill-in a specific key position within mission’s organigram or act as Nut/health Coordinator, being responsible for the quality and effectiveness of Acción Contra el Hambre’s programs within deployment missions.

  • In case of gap filling, the expert will need to quickly cover a vacant position – upon specific job description – and ensure that key action points are managed until longer term profile has been identified.
  • In case of emergency response, the expert will assist the mission, in coordination with the Desk ER, in the overall management of Acción Contra el Hambre’s emergency response programme within the mission, including programming, Nut/health, operations, security, and stakeholder relations.
  • When based in Spain, the expert will be leading the participation of the Emergency pool within Operations Department’s transversal issues, participating to the lessons learnt exercises, capitalisation documents and providing expertise and contributions with a field point of view, lead the technical sector in coordination with WASH and FSL coordinator, contribute to position the pool internal and externally, to support the Desk in identification of new donors, represent the organization in different forums.
  • Ability to articulate Action Against Hunger's mandate to address hunger at a strategic level, with an innovative vision on possible courses of action in terms of emergency approaches.
  • Reporting to the Head of Emergency Pool, to the Operations Director, to the Country Director and to the Geographical Desk, as appropriate. 

Las principales actividades que desempeñaras son las siguientes:
  • Objective 1: Organizational and departmental strategic development. Actively collaborate in the definition of the pool strategy. Support with analysis of emergency trends, overviews of humanitarian crisis and early warning signs. Facilitate the revision of the tools developed by the Emergency Pool in order to provide external overview and integration and coherence with transversal issues, leading the technical coordinators for it´s production and implementation. Participate to the functional objectives of the Operations Department and support improvement of tools for field implementation. Support with Donor’s mapping and development of new funding opportunities and proposals. Contribute towards strategic advocacy to achieve Emergency Pool’s or mission’s goal, integrated in operational and technical priorities. Lessons learnt and capitalization based on the deployments to emergency response. Support the dissemination of strategic emergency information. To represent Acción Contra el Hambre in the position that has been assigned and to oversee all Acción Contra el Hambre technical emergency activities, staff and assets according to the job description Establish and maintain constructive working relationships clusters, other NGO’s, UN agencies, host governments, bilateral and multilateral donors, and other stakeholders. To assess missions and HQs in the implementation of Rapid Response Mechanism and follow them up in coordination with the pool team.
  • Objective 2: Assessment, Program Design, Planning and Emergency Project Management and technical response. Ensure emergency assessments are executed where possible and, from them, an integrated emergency response, implementation and exit strategies are developed. Ensure HQ is provided with regular sitreps and aware of humanitarian developments and Acción Contra el Hambre’s response to them. Ensure that different (multi) sectorial activities are implemented in a coordinated and integrated manner Responsible for ensuring technical quality of the projects. Ensure monthly activities and preparing internal and donor regular reports on the on-going projects. Suggest pertinent ways and modalities to increase the overall project deliverables by sharing information with other departments. Contribute to the appropriate management of ACH emergency agreements, actively participating in their identification, formulation, planning, implementation and reporting. To update and follow up all Acción Contra el Hambre’s procedures with the support of mission and Headquarters. Support missions in the design of the Health/Nutrition intervention strategy. Head as Nut/health coordinator and lead program staff in all phases of the emergency response. To support the missions (when required) about technical positioning.
  • Objective 3 - Emergency pool/programmatic tools development and integration.Identification, updating and capitalization of sources of information (direct and/or indirect) on Health and Nutrition, coordinating WASH and FSL areas. Drafting and dissemination of humanitarian crisis reports, with special emphasis on technical areas, being in charge of NUT/Health. Identify strengths, weaknesses, threats, and opportunities in the sector of Health and Nutrition among missions and the organization's overall emergency response system. Design, capitalize and update tools for emergency interventions in Health and Nutrition and to promote other technical areas. Development of tools and technical reference documents for emergency field teams.

  • Strong knowledge of management procedures and requirements at HQ level. High level of all aspects of managerial experience, including managing multi-million dollar budgets. Experience in complex decision making and leading a multi-disciplinary, multinational team under difficult circumstances. The highest level of expertise in representation and negotiation with governments and donors. Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management. Health/Nutrition and emergency response.
  • Minimum 5 years previous experience in similar field-based positions – a combination of field and HQ posts acceptable – Essential.
  • Experience in the preparation of project proposals, budgets and reports– Essential Experience in managing projects at field level – Essential Experience in inter-agency coordination, representation and negotiation with state and non-state actors - Essential Experience working in a volatile environment – Essential HR management experience - Essential Experience in working in with local authorities and partners – Essential Experience managing multicultural and interdisciplinary teams – Essential.
  • Knowledge and experience in Acción Contra el Hambre procedures – Highly Desired.
